This class provides access to the RuleRuntime and
RuleAdministrator implementation supplied by your rule
engine vendor when running under J2SE.
This class should be used in environments without
a JNDI provider - typically when writing standalone J2SE clients.
Within the J2EE environment the RuleServiceProvider
implementation class provided by your
rule engine vendor should be retrieved using a JNDI lookup.
This class should be constructed using the
RuleServiceProviderManager.getRuleServiceProvider method.

- Associates a ClassLoader instance with this class.
The ClassLoader will be used to instantiate your rule
engine provider's implementation classes.
createInstance

throws java.lang.ClassNotFoundException,
java.lang.InstantiationException,
java.lang.IllegalAccessException
- Create an instance of the specified class.
Create the instance through the classloader if one has been set,
otherwize use the system classloader.
Implementors specializing this implementation can
overide this method.
- Parameters:
className
- the fully qualified class name- Returns:
- a class instance given a class name.
